Rappahannock Regional Jail:
Our role for this project consisted of the following: Pre-Construction PPEA Evaluation, Life Cycle Analysis, Cost Engineering, Value Engineering as well as Owner Representation/Construction Managers and Cost Management throughout Construction and Post-Construction Phase.
This project included the addition to the existing Jail complex totaling approximately 100,000 GSF. It finished on time, under budget, and won a regional and a national Design-Build Institute Award! The design-build cost for this project was approximately $48,000,000. Capacity was increased from 656 to 1,080 inmates. Cost savings from our Value Engineering study yielded a savings of $1,700,000; around 60% of these suggestions were instated.
This project also included the integration of state-of-the-art security systems including digital video recording systems, extensive security cameras, cell lock security, upgrading the entire existing facility with these new security systems in a phased approach so regional jail could remain in operation during construction. Downey & Scott coordinated with the Virginia Dept. of Corrections, and of all subs and contractors making sure they were constantly thinking forward regarding the implementation of their work plans and installation of the new security system inside an operational and functional correctional facility.
