Mr. Adams is a team-oriented cost estimating professional with 31 years of experience in many facets of the construction industry. His extensive background encompasses coordinating all pre-construction and construction activities, including budgets, evaluating, scheduling, procurement strategies, value engineering, change order evaluation and negotiation, and program/project management.

Before joining Downey & Scott, he was the Vice President of Construction for a reputable firm based in Virginia specializing in commercial development and general contracting. He has extensive municipal experience with projects ranging from new construction to the renovation/expansion of several types of both public and private facilities. He is a valued team member and brings considerable focus to any project.
