Full-Time Position ~ DOWNEY & SCOTT, LLC Construction Management Services is seeking a highly motivated individual to join our team of professionals in delivering critical construction support services for our clients. The position will provide Construction Project Management services to Northern Virginia Community College Facilities Planning and Construction Department overseeing the development, design and construction phases of non-capital projects.
Non-capital projects range up to $3,000,000 in construction costs.
The project types include remodeling, renovations, and modifications of existing buildings and complex campus facilities upgrades or updates.
General Description of Position:
Project Manager for non-capital construction projects and other projects assigned at NVCC campuses. This includes overseeing the development, design and construction phases of projects. The position involves an understanding of construction and related engineering aspects and provides key technical leadership for construction project management.
Duties and Tasks:
Plans and manages non-capital projects from initiation through close-out
Develops scopes of work based on client requests or based on solving building issues.
Develops early schedules for all assigned projects in Microsoft Project, based on given scope and required delivery dates.
Facilitates and monitors permit approval process, ensuring that the required permits for assigned projects are obtained in a timely manner and according to project schedules.
Manages the bid and contract phases and evaluates the bid results.
Directs the construction phase by frequent monitoring of the project.
Responsible for project documents, including requests for information, submittals, pay applications, compliance with codes and regulatory matters, change directives, or change orders.
Ensures quick close-out of projects including punch list completion, commissioning, training, as-built drawings and O&M Manual review.
Responsible for project safety and quality assurance.
Maintains extensive knowledge of all College/VCCS policies and procedures, adhering to State and local procurement regulations.
Applies professional and technical skills and knowledge to direct design professionals through the planning process.
Ensure that the technical project requirements are met. This includes code compliance, energy efficiency, sustainability, adherence to NOVA Design Guidelines, and other Commonwealth of Virginia requirements.
The ideal candidate will have a solid background in public sector / commercial / facilities construction management, engineering, or architecture, with the following:
Experience: 5-10 years of construction field experience on various building projects
Construction Management, Engineering, or Architecture Degree
Design, Procurement, and Construction phase experience
Extensive technical knowledge of the entire project development process
Ability to lead simultaneous projects and manage resources
Ability to think strategically, plan, and solve problems
Ability to read and interpret plans, specifications and enforce contract documents
Excellent communication skills, keen attention to detail, quality control, and demonstrated organizational skills
Participate in construction progress meetings, perform onsite observations and reports
Ability to think strategically, plan, problem solve and collaborate with project team members
Proficient in Microsoft Word, Outlook, Microsoft Project, and Excel
Valid State Driver’s License with an insurable driving record
Considerable knowledge of various construction trades and building codes
Ability to maintain harmonious relationships with fellow project team members and stakeholders
Ability to identify deficiencies in building components through visual inspection and description of operational problems
Demonstrated ability to communicate orally and in writing
Responsibilities include:
Preparing budgets and cost estimates, along with project schedules
Managing projects through all phases of design and construction
Perform project record-keeping, site visit reports, and related documentation
Prepare documents/reports and assist in periodic client updates and progress reports
Perform quality control onsite
Analyze and interpret contract documents
Build and maintain client relationships
