On September 5, 2025, a ribbon cutting ceremony was held for the Parkside Apartments Complex in Culpeper, Virginia. The new affordable housing development, led by Culpeper Housing and Shelter Services (CHASS), provides 37 units across six buildings, along with parking, a community center, and office space. The project was designed and constructed to meet VHDA and Viridian standards, offering one, two, and three bedroom apartments for qualifying low-income families. The construction cost was $9,971,770.00 and Donald C. Harwood Architects, LLC served as the Architect/Engineer and Peacock Holland as the contractor.
Downey & Scott supported the project through Pre-Construction Services—including constructability reviews, overall project budget development, and bid analysis as well as Construction Phase Services, which encompassed field reports, OAC meeting participation, pay application certification, processing of PCOs and change orders, and management of the MTSI contract.
