Downey & Scott acted as Project/Construction Manager for this PPEA, design-build renovation of this historic school. This historic renovation included Administrative Offices for Fredericksburg City Public Schools, the Head Start, Early Childhood Education Programs, construction of paved parking areas, bus pull off, expansion of the playground and paved play area, and landscape modifications.

Originally constructed in 1935, this school was the first and only segregated African-American secondary school in Fredericksburg until integrated in 1968. It continued its role as a public school until 1988 when a new Walker-Grant school was constructed. The building was listed on the National Register of Historic Places in 1998.

During the pre-construction phase, we represented the City throughout the design of this renovation. This included stakeholder coordination, design review of plans and specifications, assisting the City with FF&E, and Technology selection and coordination.

Phase 1: Demolition and renovation of Part A to include Window and Door replacements, new Ethylene Propylene Diene Terpolymer (EPDM) roof, new parking, bus pull-off lane, and creation of temporary classrooms for Head Start. Move Head Start temporarily into the completed Part A.

Phase 2: Demolition and renovation of Part B to include Window and Door replacements, new Ethylene Propylene Diene Terpolymer (EPDM), the remainder of parking lots, new kitchen, tie-in of Mechanical Electrical and Plumbing fed from Part A. Move Head Start into the permanent classrooms in Part B.

Phase 3: Remove and replace temporary classroom partitions in Part A and replace them with permanent walls. Move Early Childhood Special Education into the finished building and move the consolidated School Board into the renovated building office areas.
